Across the U.S., new regulations targeting PFAS are rapidly emerging—and the pressure on manufacturers to adapt is only intensifying. Following New Mexico’s recent legislation, five states now have broad PFAS bans in place, with over 200 additional bills under review across 30+ states.

State-Level PFAS Bans and Effective Dates
The laws being passed today are primarily aimed at products containing intentionally added PFAS. While the focus varies by state, many product categories impacted—including coatings and flooring materials—are highly relevant
to the wood flooring industry.
Here’s a summary of the latest state activity:
Minnesota
- January 1, 2025: Ban on intentionally added PFAS in 11 product categories (carpets, cookware, cosmetics, juvenile products, ski wax, etc.).
- 2032: Full ban across all product categories unless PFAS use is declared unavoidable.
California
- January 1, 2027: Ban on PFAS in cleaning products, cookware, juvenile products, food packaging, and more.
- 2033: Expansion to nearly all products unless specific exemptions apply.
New Mexico
- 2027: PFAS banned in cookware, food packaging, and juvenile products.
- 2028: Ban expands to furniture, carpets, cosmetics, and more.
- 2032: Full ban on consumer goods containing intentionally added PFAS, with limited exemptions.
Maine
- January 1, 2030: Sale of products with intentionally added PFAS prohibited unless manufacturers disclose use and prove no safer alternative exists.
Colorado
- January 1, 2025: Ban on PFAS in cosmetics, indoor textile furnishings, and indoor upholstered furniture.
- Additional phases pending.
States to Watch
- New York: Restrictions on certain PFAS-containing goods began rolling out in early 2025.
- Washington: PFAS bans in food packaging are expanding to other consumer categories.
